Yes, Austria and Hungary are both in the Schengen Area, so a Czech-issued visa lets you visit them. The condition is that Czechia must be where you spend the most nights. If Vienna or Budapest takes up more of your trip, apply to that country instead.
How long does a Czech Republic visa take?
A decision is usually made within about 15 calendar days of your appointment, but it can take up to 45 days if the mission requests more information or an interview. Applying at least a month before travel gives you a comfortable buffer.
